Syria Financial Sector Modernization Project -SFSMP

 Syria is undergoing a profound economic and institutional transition following more than a decade of economic disruption that has reduced productive capacity, disrupted trade and investment, strained public institutions, and weakened household welfare.

The project will finance priority investments in payment systems, CBS operational systems, supervisory and financial integrity tools, bank Asset Quality Reviews (AQRs) and follow-up measures, foundations of credit and market infrastructures, and related legal, regulatory, and institutional strengthening, including foundational enablers for the development of responsible housing finance over time. These investments will help enable and restore core financial sector functions, improve the efficiency and reliability of financial transactions, strengthen confidence in formal channels, support gradual recovery of financial intermediation, and create enabling conditions for private sector activity, job creation, and macro-financial stability.
The Project is designed not only as investments in systems, but as a combined systems, institutional, legal/ regulatory and human-capital strengthening operation, with capacity building, knowledge transfer, and change management embedded throughout implementation. 
By restoring core payment, financial integrity, supervisory, and banking sector foundations, the Project will play an enabling role for other WB projects in Syria that depend on reliable payments, transparent financial flows, and a functioning financial system. Over time, the Project’s impact will help improve the environment for private capital participation across sectors.
